Ukraine in Arabic | Vice Prime Minister of Ukraine met with representatives of civil society

At meeting they discussed the mechanisms for effective interaction between the authorities and the public, key objectives and vectors of the humanitarian sector of Ukraine.

KYIV/Ukraine in Arabic/ The vice Prime Minister of Ukraine Alexander Sych met with representatives of civil society in Kiev. The event was attended by representatives of numerous public organizations including the chairman of the International Union (IU) Larisa Abramovich and the first deputy chairman of the organization Alexander Kharchenko.

At the meeting they discussed the mechanisms for effective interaction between the authorities and the public, key objectives and vectors of the humanitarian sector of Ukraine.

Opening the event, Sych said that at the first place should always be a society, and at the second a state power. He added that authorities often forget that. "As a result we have two parallel planes. These are society and the power which don’t intersect. It’s illogical. We need a state to regulate our common interests. We need more communication and coordination of action between government and civil society. I believe that today we’ll implement that communication function", he said.

Speaking about situation in Crimea and in the south-east of Ukraine Alexander Sych noted that this problem has also appeared because of imperfect, stupid and even criminal humanitarian policy of the state in these regions.

At the meeting particular attention was paid to the information policy of the state. According to representatives of non-governmental organizations it should be maximally aimed at preserving the integrity of Ukraine.

Besides the members considered the ethno-national politics. Sych told that  preparation of necessary documents for the establishment of the Board of the interethnic consent under the Cabinet of Ministers of Ukraine and the introduction of the Commissioner for the Rights of National Minorities is almost finished.

One of the proposals of the public was a matter of recreating the Institute of National Remembrance. During the presidency of Viktor Yanukovych the Institute was downgraded from a central state authority to the Research facility.

This Institute develops the concept of national memory. It’s necessary tointerpret correctly our tragic history and on this basis unite the West and East of Ukraine.

They also discussed issues related to education, health care, state archival services and many others.

Addressing the audience, the representative of the IU Alexander Kharchenko said that his organization represents interests of more than 50 groups of national minorities. So it’s near 25% of Ukrainian society.

"Today we have a question uniting all of us, regardless of nationality or place of living. The main problem we have is the structural issue. We have no central body of executive power to represent our interests and be our guide to the Cabinet of Ministers of Ukraine ", Kharchenko said.

According to him, if the problem is funding, is not necessarily to create the Ministry. In order to minimize costs he proposed to re-create the Committee of 15-20 professionals.

Kharchenko also told about meeting with the Minister of Economic Development and Trade of Ukraine Pavel Sheremeta held a day before. The Minister promised to allocate to the above-mentioned Committee near 20 vacancies of his ministry.

Referring to the Vice Prime Minister of Ukraine Kharchenko said that on March 28 the Public Council under the Ministry of Culture of Ukraine had sent proposals to the Prime Minister of Ukraine Arseniy Yatsenyuk for the establishment of the creation of the Council on inter-ethnic accord and the introduction of the post of Commissioner (Ombudsman) for Nationalities. However, the answer is not received yet.

According to Kharchenko, the necessity of creation of executive authority was clearly stated at the letter. He also stressed that members of the IU are ready to help to the government in his work.

The International Union public organization was created in order to assist the national communities of Ukraine. One of the main goals of the organization is to help in the protection of the rights and legal interests of national minorities.
