The bill provides for the reduction of the deadline for the transfer of export revenue for the delivered goods up to 90 with 180 calendar days, and the transfer functions of the licensing authority to extend these deadlines from the Ministry of economic development and trade, the National Bank of Ukraine.
Also in the bill it is proposed to reduce the period of repayment of advance payment for imports from 180 to 90 calendar days and pass a function to the extension of these deadlines from the Ministry of economic development the national Bank. In particular, import transactions of residents, based on terms of delivery delays and if such delay exceeds 90 calendar days (previously 180) since the advance payment, the bill proposes to issue an individual license of the national Bank instead of the previously required the conclusion of the Central Executive authority that implements the state policy in the sphere of economic development.
However, as noted before voting for the bill, the leader of the faction of the bloc of Petro Poroshenko Yuriy Lutsenko, the national Bank of Ukraine in accordance with its powers has the right to set time limits on the receipt of proceeds of export-import operations, so there is no need to prescribe in law this provision again.

According to the head of the Verkhovna Rada of Ukraine Volodymyr Groysman, in preparation for the second reading of the proposed regulations will be taken into account.
