"If the four leaders get together again and say it doesn't really work, they may change the Minsk agreements at any time," he said.

In his opinion, this could help unblock some basic things. Agreements are the product of delegations' work, rather than dogma, he said.

Prystaiko said that the point on the border was a problematic issue since the wording on the transfer of control over the border to Ukraine is not quite clear. Kyiv is trying to reach an understanding with Moscow, because "if we are serious about elections, we will have to adapt the border point," he said.

"Probably, such ambivalence and incomprehensibility are beneficial to someone who does not want to clarify certain points," the diplomat said.

Commenting on the need to include the Crimea issue in the Minsk package of measures, he said: "To be pragmatic, issues of the east should be solved through mechanisms that are specifically focused on the east, and the Crimean problems should be solved through other mechanisms." The combination of the two issues will complicate the already difficult negotiations in Minsk, he said.
