The report itself, the seventh produced by the 35-strong UN Human Rights Monitoring Mission in Ukraine, covers the period between September 17 and October 31, 2014.

KYIV/Ukraine in Arabic/ Office of the UN High Commissioner for Human Rights stated that foreign fighters and Russian servicemen operating in the east of Ukraine affect the human rights situation in the region, which continues to deteriorate.

"The continuing presence of a large amount of sophisticated weaponry, as well as foreign fighters that include servicemen from the Russian Federation, directly affects the human rights situation in the east of Ukraine," the report says.

The document also states that the situation in the conflict-affected area is becoming increasingly entrenched, "with the total breakdown of law and order and the emergence of parallel governance systems in the territories under the control of the [self-proclaimed] 'Donetsk people's republic' and the [self-proclaimed] 'Luhansk people's republic.'"

It also notes that killing of civilians, illegal detentions and torture are still reported in eastern Ukraine. "Accountability and an end to impunity are at the core of ensuring peace, reconciliation and long term recovery," the report says.

The Office of the United Nations High Commissioner for Human Rights also noted that crimes must be promptly investigated, perpetrators held accountable and victims provided with an effective remedy, as well as with the required help and support.
